Some provinces in Canada invite candidates to apply for nomination for PR to fill specific demographic or labour market gaps. They use a similar system to Express Entry, which is an expression of interest (EOI) point-based system or Express Entry pool. For this, they need someone from the province willing to nominate them to apply for PR.

Provinces like British Columbia, Ontario, and Newfoundland allow graduates under the Post-Graduate Work Permit Program to apply for permanent residency there without a job offer or work experience right after they graduate.
