♦ Prime minister Narendra Modi called for a complete lockdown of the entire nation for the next 21 days from 25 March 2020 in an effort to contain the COVID-19 Pandemic. The government to provide 15,000 Crore for strengthening the medical infrastructure and treatment of the Corona infected patients
♦ Central Government prohibited the export of all ventilators, artificial respiratory apparatus, oxygen therapy apparatus, breathing appliance/device, and all Sanitizers.
♦ Government to utilize funds under the Members of Parliament Local Area Development Scheme (MPLADS) to address the challenges in the fight against COVID-19. Members of Parliament can now utilize funds to buy infrastructure under MPLADS for the following:-
- Infra-Red thermometers track a person’s temperature.
- Personal Protection Equipment (PPE) Kits to keep the medical personnel well-protected
- Thermal imaging scanners or cameras for railway stations, airports, and other essential points
- CORONA testing kits
- ICU Ventilator and Isolation/ Quarantine Wards within their approved facilities.
- Face masks, gloves, and Sanitizers for medical personnel.
- Any other medical equipment recommended
♦ Guidelines on the measures to be taken by the Government of India, State/ Union Territory Governments for containment of COVID-19 Epidemic in Lockdown for the next 21 days from 25 March 2020
♦ Offices of the Government of India and State/ Union Territory Governments and their Autonomous/ Subordinate Offices and Public Corporations will remain closed
♦ All Commercial and private establishments will be closed down
♦ All Industrial Establishments will be closed down
♦ All transport services i.e., air, rail, roadways will remain suspended
♦ Hotels, Resorts, and other Hospitality Services to remain suspended
♦ All educational state and central institutes, training, research, coaching institutions will remain closed
♦ All places of worship temples, churches, mosques will be closed down
♦ All social, political, sports, entertainment, academic, cultural and religious functions gatherings will be barred
♦ In funerals, the congregation of not more than 20 persons will be permitted
♦ Strict restriction on movement of people, but not to that of essential goods
♦ Any person violating any of the above-stated guidelines by the government will be liable to be proceeded against as per Section 51 to 60 of the Disaster Management Act, 2005, besides legal action under Sec. 188 of the IPC which punishable with imprisonment up to one year or with fine or with both
♦ Punishment for false warning and spreading rumor in social media shall be convicted with imprisonment up to one year, fine or both
Exceptions during lockdown for 21 days from 25 March 2020
- Defense, central armed police forces, state police, and law order
- District administration and Treasury
- Hospitals, Pharmacies, medical equipment shops, laboratories, clinics, nursing homes, ambulance
- Fire, law and order and emergency services
- Petrol bunks
- Disaster management offices and team
- Electricity, water, sanitation
- Municipal bodies staff for essential services like sanitation, water supply
- Ration shops, Shops dealing with food, groceries, fruits and vegetables, dairy and milk booths, meat and fish, animal fodder.
- Post offices
- National Informatics Centre
- Early Warning Agencies
- Banks, insurance offices, and ATMs
- Print and electronic media
- Telecommunications, internet services, broadcasting and cable services
- Delivery through E-commerce
- Power generation, transmission and distribution units, and services
- Capital and debt market services
- Cold storage and warehousing services
