India, Japan sign MoC for Decentralized Domestic Wastewater Management
Decentralized Domestic Wastewater Management: The Union Cabinet, chaired by Prime Minister Shri Narendra Modi, approved an ex-post-facto Memorandum of Cooperation (MoC) between the Department of Water Resources, River Development and Ganga Rejuvenation (DoWR, RD&GR), the Ministry of Jal Shakti, and the Japanese Ministry of the Environment in the area of Decentralized Domestic Waste Water Management.
A Management Council (MC) will be formed to oversee the execution of this Memorandum of Understanding by devising detailed collaborative activities and monitoring their success.
Significant impacts:
The MoC relationship with Japan will be extremely beneficial in areas such as decentralized domestic wastewater management and effective reuse of treated wastewater utilizing Johkasou technology. The decentralized Johkasou systems for wastewater management may have a greater impact on the management of grey/black water from settlements covered by the Jal Jeevan Mission, as well as the sustainability of freshwater sources covered by the mission, in addition to the similar situation under the Namami Gange Program. It will assist ULBs in better planning for the complicated issue of wastewater treatment.

This MoC imposes no financial responsibilities on any Party. To facilitate the MOC’s activities, case-specific detailed documents such as Pre-Feasibility Reports, Feasibility Reports, and Detailed Project Reports, among others, may be created, outlining detailed specifications in the respective areas as well as other pertinent matters such as, if deemed necessary, the financial arrangement for such case-specific program and Project.

On 19.03.2022, the Department of Water Resources, River Development and Ganga Rejuvenation (DoWR, RD&GR), the Ministry of Jal Shakti (MoJS), and the Japanese Ministry of the Environment signed a Memorandum of Cooperation (MoC) in the area of Decentralized Domestic Waste Water Management. This Memorandum of Understanding was signed to further cooperation on Decentralized Domestic Wastewater Management in order to protect the water environment in public water regions and to promote public health, based on the two nations’ values of equality and mutual benefit.
Between the DoWR, RD&GR, and MoJS of the Republic of India and Japan’s Ministry of Environment, a Memorandum of Understanding was signed to improve, facilitate, and expand the ability for decentralized domestic wastewater management. The collaboration will primarily focus on decentralized domestic wastewater management and the effective reuse of treated wastewater. Cooperation under this Memorandum of Understanding shall be encouraged and facilitated in areas of mutual interest, including but not limited to exchanging knowledge and experience on Decentralized Domestic Wastewater Management through seminars, conferences, and capacity building.

Background:
The Ministry of Water Resources, River Development, and Ganga Rejuvenation has been promoting bilateral cooperation with other countries in the development and management of water resources through the exchange of policy and technical expertise, the organization of training courses, workshops, scientific and technical symposia, expert exchanges, and study tours. With the continuous India-Japan collaboration in mind, it was decided to enter into an agreement with Japan to exchange experience and knowledge in the decentralized treatment industry.
