Cabinet accepts continuation of revamped Rashtriya Gram Swaraj Abhiyan (RGSA): The Cabinet Committee on Economic Affairs, chaired by Prime Minister Shri Narendra Modi, approved the continuation of the revamped Centrally Sponsored Scheme of Rashtriya Gram Swaraj Abhiyan (RGSA) for the period 01.04.2022 to 31.03.2026 (co-terminus with the XV Finance Commission period) to strengthen the governance capabilities of Panchayati Raj Institutions (PRIs).

Economic implications:

The scheme’s overall financial outlay is Rs.5911 crore, with the Central Government contributing Rs.3700 crore and the State Government contributing Rs.2211 crore.

The significant effect, including the potential for employment generation:

The authorized RGSA plan would assist over 2.78 lakh Rural Local Bodies, including Traditional Bodies, across the nation in developing governance competencies necessary to achieve the SDGs via inclusive local government that places a premium on resource stewardship. The SDGs’ guiding principles, including leaving no one behind, reaching the most remote areas first, and universal coverage, will be included in the design of all capacity development interventions, including training, training modules, and materials.

Priority will be given to national-level issues, specifically the following:

(i) Poverty-free and enhanced livelihoods in villages,

(ii) Healthy Villages,

(iii) Child-Friendly Villages,

(iv) Water Sufficient Villages,

(v) Clean and Green Villages,

(vi) Self-Sufficient Infrastructure in Villages,

(vii) Socially Secured Villages,

(viii) Villages with Good Governance, and

(ix) Villages with Enabled Development

As Panchayats include members of Scheduled Castes, Scheduled Tribes, and women and are the institutions closest to the grassroots, strengthening them would promote fairness and inclusivity, as well as social justice and economic growth in the society. Increased PRI usage of e-governance will aid in the improvement of service delivery and transparency. Gram Sabhas would be strengthened to act as an effective institution that promotes the social inclusion of people, particularly disadvantaged populations. It will establish a capacity-building institutional structure for PRIs at the national, state, and district levels, with adequate human resources and infrastructure.

Panchayats will gradually be enhanced through incentivization based on nationally significant criteria in order to recognize their contribution to achieving the SDGs and inculcate a culture of healthy competition.
